With reference to Your Lordship's Con-
-fidential Despatch of the 14th January, 1919, I have the
honour to submit for the signification of His Majesty's
pleasure the following Ordinance intituled:-
An Ordinance to provide that no person shall reside
within the southern portion of the Island of Cheung Chau (4) otherwise known as Dumb-bell
Island without the consent of the Governor in
Council. No. 14 of 1919:
together with the report of the Attorney-General thereon.
I enclose the Hansard Report on the second

and third readings of the Bill from which Your Lordship will
observe that the two Chinese Members of the Legislative
Council voted against the Bill.

A copy of plan is attached showing the portion of the Island included in the reservation.
